Local actions to counter climate change can serve as a “laboratory” for potential national policies. Local governments have a great advantage over larger management units: They tend to be smaller, less bureaucratic and more flexible than national, international or even state institutions. They also are closer to their constituencies and can monitor directly the effects of policies and actions.
